Mumbai September, 03: HCLTech and Transport for New South Wales (TfNSW) have signed a Memorandum of Understanding to explore the use of artificial intelligence and multilingual analytics for traffic management in India.

According to HCLTech’s exchange disclosure, the collaboration will focus on advancing the capabilities of TfNSW’s Sydney Coordinated Adaptive Traffic System (SCATS), a traffic management platform used by cities across multiple countries.

The existing SCATS platform allows users to interact with traffic, congestion and geospatial information through natural-language queries and compare insights across selected time periods.

Under the proposed collaboration, HCLTech will explore the integration of Sarvam’s multilingual foundation models with SCATS. The aim is to allow traffic operators, planners and engineers in India to query and analyse SCATS data in local Indian languages.

The companies will also examine ways to address local data sovereignty requirements, including the possibility of operating SCATS AI infrastructure on private cloud environments.

SCATS Brings Traffic Data Into A More Accessible Interface

SCATS was developed by the New South Wales Government in 1975 and is now installed in more than 200 cities across over 30 countries, according to the release.

The proposed integration with HCLTech’s AI capabilities is aimed at making the system easier to use for traffic authorities and infrastructure planners. Natural-language interaction could allow users to ask questions about congestion patterns and traffic conditions without relying solely on conventional data interfaces.

For India, the collaboration will also explore the use of local languages, potentially making traffic information more accessible to a wider group of operators and planners.

Private Cloud And Data Sovereignty Form Part Of The Plan

The partnership is also looking at the infrastructure required to deploy AI-enabled traffic systems in India.

HCLTech and TfNSW will explore ways to meet local data sovereignty requirements, including the use of private cloud environments on customer premises. The companies said this could allow cities to operate SCATS AI infrastructure while retaining greater control over their data environment.

At this stage, the MoU is exploratory. HCLTech has not disclosed a financial value for the collaboration or confirmed a commercial contract arising from the agreement.

HCLTech Expands AI And Engineering Collaboration

HCLTech is a global technology services company with capabilities across AI, digital, engineering, cloud and software.

The company said the collaboration brings together SCATS’ established traffic management capabilities with HCLTech’s AI and engineering expertise. The focus is on applying those capabilities to increasingly complex urban transport networks.

The initiative also reflects HCLTech’s wider work in applying AI to industry-specific problems, where access to operational data and specialised engineering systems can be combined with newer AI interfaces.

Transport Technology Could Support Smarter Urban Infrastructure

The collaboration comes as cities face growing pressure on road networks, congestion management and transport infrastructure.

HCLTech said the proposed work could help make traffic information more accessible to the people managing growing urban areas. The companies are also looking at how technology developed in New South Wales can be adapted to Indian requirements.

For now, the announcement relates to an MoU to explore potential applications rather than a confirmed project award or revenue-generating contract.

Conclusion

HCLTech and Transport for NSW have entered into an MoU to explore AI-powered traffic insights for India using the SCATS traffic management platform.

The proposed collaboration covers multilingual AI capabilities, traffic data analysis and potential private-cloud deployment to address local data requirements. No financial implication has been disclosed at this stage.

The HCLTech share price was at ₹1,321.70, down 0.74%, as of 12:47 PM IST on September 3, 2026.
