TCS Wins ₹122.6 Crore Odisha Government Bid; Shares Rise 0.10%

TCS has won a ₹122.6 crore bid from the Odisha Government to implement OSWAS 3.0, upgrading the state’s digital governance platform, while shares trade 0.10% higher.

Mumbai, September 08: Tata Consultancy Services has won a ₹122.6 crore bid from the Odisha Government to implement the next phase of the Odisha State Workflow Automation System, extending its partnership with the state by around six years.
As per the regulatory filing, TCS will implement OSWAS 3.0 using its DigiGOV platform to modernise the state’s digital governance systems.
The upgraded platform will bring workflow automation, integration, analytics, security and AI-enabled capabilities onto a common digital foundation. Government departments will have access to a more unified digital workplace covering digital file processing, electronic approvals, real-time tracking and easier access to records.
OSWAS has been helping Odisha move away from paper-based administrative processes since 2009. According to TCS, the existing system supports more than 4,600 government offices and nearly 50,000 users across the state.
The new phase is expected to introduce a more secure and scalable platform, with mobile-first design, microservices-based architecture, AI capabilities, interoperability and support for the Odia language.

OSWAS 3.0 To Modernise Odisha’s Government Workflows
The new phase builds on TCS’ long-running involvement in Odisha’s digital administration. OSWAS 1.0 was introduced in 2009 to digitise file processing and official correspondence within the state secretariat.
OSWAS 2.0 followed in 2018, expanding the platform across districts, corporations and other parts of the state administration. With OSWAS 3.0, TCS plans to create a common digital platform that connects workflows and government systems while adding AI-enabled capabilities.
The upgraded system is expected to make routine administrative processes faster and easier to track. It will also allow officials to access information and manage workflows through a more connected digital environment.
TCS Expands Long-Term Odisha Government Partnership
The latest contract extends TCS’ engagement with the Odisha Government and adds to its portfolio of technology projects supporting public administration.
The company has previously worked on several government technology initiatives in Odisha, including the Odisha Birth and Death Registration System, digital solutions supporting Mission Shakti’s women self-help group interest-subvention processes and the Integrated Financial Management System.
TCS has also been involved with the Odisha Judicial Workflow Automation System for the High Court of Orissa. The company said these projects reflect its broader role in helping state governments digitise services and improve administrative delivery.
AI And Automation At The Core Of OSWAS 3.0
The new platform is expected to use AI, automation and analytics to simplify government workflows while maintaining security and governance controls.
TCS said OSWAS 3.0 will use a modern microservices-based architecture and mobile-first design. Odia language support is also being incorporated to improve accessibility for users across the state.
The company said the platform will help government departments work with greater speed and visibility by reducing friction in routine tasks, improving accountability and enabling more connected decision-making.
