Delhi, September 18, 2025: In an attempt to improve the affordability and accessibility of telecom services in the remote areas of India, the state-owned Bharat Sanchar Nigam Limited (BSNL) and India Post have come together and signed a Memorandum of Understanding (MoU). This exercise will be executed via the vast postal network, which has an extensive reach in the remotest villages of the country. Under the agreement, over 1.65 lakh post offices PAN India will function as Points of Sale (PoS) for BSNL SIM cards and mobile chargers.

Bridging the Digital Divide

Connectivity is often limited in the nooks and corners of the country. This service will bring connectivity to these remote locations, and citizens will be able to buy SIM cards and recharge their mobile phones without the need to go to cities or travel long distances. This collaboration will also work towards achieving the national goals of Digital India, financial inclusivity and broader socio-economic development.

Expanding Last-Mile Connectivity

Almost every town and village will be covered by the extensive network of the Department of Posts (DoP) to act as a sales point for BSNL services. Additionally, for BSNL, it will give them a competitive advantage of a stronger presence in both rural and urban markets. By tapping into post offices as service hubs, BSNL is expected to significantly strengthen its reach at the last mile.

Proof of Concept and Rollout

A pilot implementation was carried out in Assam, where the model showed strong results. Based on the successful proof of concept, the programme will now be scaled across the country. Officials highlighted that the pilot demonstrated the ability of post offices to act as effective distribution and customer onboarding points for telecom services.

Roles and Responsibilities

Under the MoU, BSNL will supply SIM stock and provide training to postal staff. India Post will manage the onboarding of new customers and facilitate secure transactions. Post offices will function as Points of Sale (PoS), handling both SIM issuance and recharge services. The arrangement is expected to provide an additional service avenue to citizens while supporting BSNL’s efforts to expand market presence.
