BPCL Signs Three Strategic MoUs at 28th Energy Technology Meet 2025 to Boost Refining, Logistics, and Green Energy Initiatives

Hyderabad, October 28, 2025: Bharat Petroleum Corporation Limited has signed three MoUs with Oil India Limited, Numaligarh Refinery Limited, and Fertilisers & Chemicals Travancore Limited to enhance cooperation in the areas of refining, logistics, and sustainable energy.
BPCL, OIL Sign MoU to Form JV for Greenfield Refinery in AP
BPCL and OIL inked a non-binding MoU to explore partnership opportunities in the development of BPCL’s upcoming Greenfield Refinery and Petrochemical Complex near Ramayapatnam Port in Nellore district of Andhra Pradesh. This is expected to contribute to increasing the domestic refining capacity and supporting the growing demand for petrochemicals in India.
₹3,500 Crore Tripartite MoU for 700-km Pipeline Project
In a major infrastructure push, BPCL, OIL, and NRL have signed a tripartite MoU to enable efficient evacuation of petroleum products following the expansion of NRL’s capacity from 3 MMTPA to 9 MMTPA. The agreement covers the laying of a 700-km cross-country product pipeline from Siliguri to Mughalsarai via Muzaffarpur at an estimated cost of ₹3,500 crore.
The products to be transported through the proposed pipeline are MS, HSD, and ATF. BPCL will have a 50% stake in the project, while OIL and NRL will collectively own the remaining 50% stake.
Partnership with FACT for Organic Manure Supply from CBG Plant
Furthering its sustainable initiatives, BPCL inked another MoU with Fertilisers and Chemicals Travancore Limited (FACT), for the supply and trading of Fermented Organic Manure (FOM) and Liquid Fermented Organic Manure (LFOM). These shall be sourced from BPCL’s upcoming Municipal Solid Waste (MSW)-based Compressed Biogas (CBG) Plant at Brahmapuram near Kochi Refinery.
This collaboration will help advance circular economy practices by converting municipal waste into useful organic products that support the country’s clean energy and waste management goals.
MoUs were formalised at the 28th Energy Technology Meet 2025 in Hyderabad in the presence of Pankaj Jain, Secretary, Ministry of Petroleum and Natural Gas.
