Blue Cloud Softech signs a three-year non-binding Senegal digital transformation MoU with the Ministry of Telecommunications and GCIB, while shares rise 2.65%.

Mumbai, October 8: Blue Cloud Softech Solutions Limited has signed a three-party Memorandum of Understanding with Senegal’s Ministry of Telecommunications and Digital Affairs and the Global Council for Investment and Business for cooperation in digital transformation, innovation and digital infrastructure.
The MoU was signed in Dakar on October 6, 2026 and sets out a framework for cooperation aimed at supporting Senegal’s digital infrastructure and the development of a national innovation ecosystem.
The partnership is aligned with Senegal’s New Deal Technologique and its flagship programmes, including the Digital Factory, Data and AI Factory, AI Scaling Hub and Startup Ecosystem Programme. The MoU also builds on an earlier agreement between GCIB and Blue Cloud Softech related to a Digital Factory initiative in Senegal.
The proposed areas of cooperation include digital transformation, e-governance, cybersecurity, emerging technologies, digital talent development and innovation.

The Blue Cloud Softech share price stood at ₹20.89 as of 9:22:18 AM IST on October 8, 2026, according to the market data.
The stock was up ₹0.54, or 2.65%, at the time. Shares moved above ₹21 during early trade before easing towards ₹20.90 in the latest reported session.
The rise came as the company disclosed the Senegal MoU and its planned cooperation with the country’s Ministry of Telecommunications and Digital Affairs.
MoU Covers Digital Infrastructure And Innovation
Under the agreement, the parties will share technical expertise and best practices in digital transformation, e-governance and innovation, while also exploring collaborative research, pilot projects, technology transfer and digital innovation initiatives.
The framework also provides for technical inputs on digital transformation, data governance, cybersecurity and emerging technologies. The parties may identify potential public-private partnership opportunities, innovation clusters, startup programmes and investment opportunities, subject to applicable Senegalese laws and procurement procedures.
Blue Cloud Softech and its partners also plan to explore testbeds, digital sandboxes and experimental environments for developing and validating digital solutions. Joint participation in international events, exhibitions and trade missions is another area covered by the framework.
Blue Cloud Softech, GCIB To Explore Future Projects
The MoU is non-binding and non-exclusive, with a term of three years. Any specific project or public-private partnership emerging from the framework will require a separate written agreement.
The company said the MoU does not create financial obligations for any of the parties. A joint working committee will be established to prepare annual work plans and monitor progress.
GCIB brings experience in strategic project development, international cooperation, investment mobilisation and public-private partnership structuring. Blue Cloud Softech contributes capabilities in artificial intelligence, cloud computing, digital infrastructure, data centres, cybersecurity and digital platforms.
Conclusion
The Senegal MoU gives Blue Cloud Softech a framework to explore digital infrastructure, AI, cybersecurity, startup and innovation initiatives in the country, while also creating scope for future project-level agreements.
However, the arrangement remains non-binding and does not itself represent a confirmed order or financial commitment. Blue Cloud Softech shares were up 2.65% at ₹20.89 as of 9:22:18 AM IST on October 8, 2026.
