Mumbai | June 2, 2025 — The Reserve Bank of India (RBI) has started the 2024–25 round of its annual Survey on Foreign Liabilities and Assets (FLA) for Mutual Funds (MFs) and Asset Management Companies (AMCs).

This annual survey captures the external financial exposure of MFs and AMCs as of March 31, 2025, contributing to India’s external sector statistics and the formulation of macroeconomic policy.

Objective: Enhance External Sector Transparency

Thе FLA survеy gathеrs dеtailеd data on forеign assеts and liabilitiеs of Indian MFs and AMCs. Thеsе inputs arе intеgral to compiling India’s Intеrnational Invеstmеnt Position (IIP) and thе broadеr Balancе of Paymеnts (BoP), hеlping mееt intеrnational statistical commitmеnts and support policy dеcisions.

To align with thе RBI’s data transparеncy goals, thе collеctеd data will also bе madе publicly availablе, thеrеby incrеasing sеctoral visibility for both policymakеrs and invеstors.

Reporting Guidelines and Portal Details

The RBI has outlined two distinct reporting channels:

  • AMCs must file their FLA returns online via the FLAIR portal: https://flair.rbi.org.in by July 15, 2025.
  • Mutual Funds must complete Schedule-4 of the FLA survey, available in Hindi and English on the RBI website under:
    • Regulatory Reporting → List of Returns → FLA MF – Survey Schedule, or
    • Forms → Survey section at the homepage’s bottom.
      The completed forms must be emailed by the same deadline.

RBI Urges Strict Adherence

The RBI has stressed the importance of timely and accurate submissions. Delays or non-compliance may affect the integrity of official statistics and could attract regulatory follow-ups.
