Mumbai, 23 June 2025: India has doubled its petroleum product exports to Europe over the past three years, a surge fuelled by the import of discounted Russian crude, according to Rosneft’s chief executive. As Europe turns away from Russian supplies, Indian refineries have stepped in—amplifying exports dramatically. 

Import Shift Amid MiddleEast Crisis Boosts SelfReliance 

In June 2025, India boosted crude oil purchases from both Russia and the United States, buying more Russian oil than it received combined from Saudi Arabia and Iraq, with US imports also climbing. Data from Kpler shows Indian refiners imported between 2.0 and 2.2 million bpd of Russian crude last month—the highest in two years, surpassing shipments from Gulf nations. 

Geopolitical Tensions Drive Diversification, Not Panic 

This strategic pivot isn’t driven by alarm over the Iran-Israel war, but by prudent risk management, officials say. With threats to the Strait of Hormuz and Middle East disruptions hanging, India continues to diversify oil sources for greater energy security. 

Reserves and Routes Reinforce Stability 

India now imports less than half of its nearly 4.8 million bpd crude from the Middle East, holding several weeks’ buffer stock and relying on alternative supply chains. Minister Hardeep Singh Puri reassures that “fuel supplies remain stable” despite regional upheavals

  • Record Russian imports (~2–2.2 m bpd) in June — the most in two years  
  • US imports up to 439,000 bpd, a sharp rise from May

As India refines discounted Russian crude, Europe has increasingly turned to it for petroleum, with European ties reinforced by India’s expanded export volumes. This positions India as a critical replacement supplier during a turbulent energy era.

Rather than panic, India is strategically leveraging cheap Russian oil and bolstering ties with the USA—shoring up domestic supply while helping Europe bridge shortages. The result: record imports, doubled exports to Europe, and greater energy resilience in an increasingly unstable global market.
