Mumbai, August 3: Blue Cloud Softech Solutions Ltd. has signed a Memorandum of Understanding (MoU) with the Government of Liberia and GCIB Africa to jointly pursue the development of Liberia’s National Digital Infrastructure Project (NDIP), further expanding the company’s footprint across West Africa.

The proposed project will be implemented through a Public-Private Partnership (PPP) framework and is aimed at planning, financing, developing and operating Liberia’s digital public infrastructure. According to the company, the agreement represents its third major engagement in West Africa this year, following earlier initiatives in Senegal and Liberia’s mining sector.

Unlike a conventional order announcement, the MoU does not create an immediate revenue stream. Instead, it establishes a framework for the parties to work together on feasibility studies, project structuring and definitive agreements before execution begins.

The initial term of the MoU is 24 months and, at this stage, the arrangement is non-binding, with no financial consideration payable by any party until subsequent agreements are signed.

Project Envisages Broad Digital Infrastructure Rollout

The proposed National Digital Infrastructure Project is designed to support Liberia’s digital transformation across multiple sectors.

According to the company, the scope of cooperation includes establishing a national data centre and sovereign cloud infrastructure, cybersecurity operations, digital identity systems, digital payment infrastructure, government enterprise networks, 5G telecommunications, AI-enabled public services and smart governance initiatives.

The project also envisages capacity building, technical training and local workforce development, reflecting a broader focus on strengthening the country’s digital ecosystem rather than delivering a single technology solution.

Blue Cloud Softech said the project would be undertaken through a Special Purpose Vehicle (SPV) to be established under Liberian law, subject to regulatory approvals and execution of definitive agreements.

The announcement follows Blue Cloud Softech’s recent collaborations with GCIB Africa, including an AI-focused digital corridor initiative in Senegal and a joint proposal linked to Liberia’s mining sector. Together, these engagements signal the company’s strategy of building long-term government partnerships across Africa’s emerging digital infrastructure market.
