Mumbai, October 16: Petrol and diesel prices today, October 16, remained unchanged across most major Indian cities, with Bengaluru recording an increase in both fuel rates. Petrol prices stood at Rs 102.12 per litre in Delhi and Rs 111.21 in Mumbai, while diesel retailed at Rs 95.20 and Rs 97.83 per litre, respectively. Among the listed cities, Hyderabad recorded petrol at Rs 116.15 per litre, while Thiruvananthapuram had the highest diesel price at Rs 104.40 per litre.

The Centre has raised the windfall tax on petrol exports fivefold to Rs 2.50 per litre from Rs 0.50, while cutting the levy on diesel shipments to Rs 8.50 per litre from Rs 16, effective October 16. The changes were announced in a government order issued late Thursday.

The latest revision comes as the government adjusts fuel export duties amid volatile international crude oil and petroleum product prices following the US-Israeli war on Iran. The levies are reviewed every fortnight to reflect movements in global energy markets.

India first introduced windfall taxes on fuel exports in July 2022 but withdrew them two years later. The government reinstated the duties in March 2026 after crude oil prices surged amid the conflict, seeking to manage domestic fuel availability and curb the potential gains from exporting petroleum products.

The latest changes apply to fuel exports only. The duty on aviation turbine fuel (ATF) exports remains unchanged. The revised rates reflect the government’s fortnightly reassessment of export levies in response to changing global oil prices.

Crude oil prices edged lower on Friday as investors assessed escalating tensions in West Asia against the possibility of the United States easing restrictions on oil tankers linked to sanctioned countries. Brent crude futures fell 0.6% to $105.3 per barrel, while US West Texas Intermediate (WTI) crude declined 0.7% to $97.3 per barrel.

WTI had settled more than 3% higher on Thursday after a larger-than-expected drawdown in US crude inventories supported prices. Brent, meanwhile, ended the session marginally lower. The International Energy Agency (IEA) agreed on Thursday to release more than 20 million barrels of diesel, along with any remaining oil from emergency reserves pledged in March, in an effort to boost supplies and ease price pressures. However, the measures have yet to reassure investors fully, with market participants viewing an easing of Middle East tensions as a more effective way to stabilise prices.

The US administration is considering lifting sanctions on certain vessels in the so-called shadow fleet, which transports oil and petroleum products from countries including Russia, Iran and Venezuela. The move could increase tanker availability and lower global shipping costs, potentially easing pressure on energy prices. The discussions follow US President Donald Trump’s temporary relaxation of sanctions on Russian diesel fuel, a decision that drew criticism from Ukraine, European countries and some US lawmakers.

However, intensifying geopolitical tensions continued to support crude prices. Renewed attacks on shipping and escalating hostilities involving Iran, Saudi Arabia and Yemen’s Houthi forces have heightened concerns over supply disruptions and maritime security. For India, which depends heavily on imported crude oil, persistently elevated prices could increase the import bill, put pressure on the rupee and complicate the inflation outlook.
