Government Pushes for Domestic E-Waste Recycling with Rs 1,500 Crore Incentive Scheme

New Delhi, October 24, 2025: The Central Government has increased its efforts to further strengthen the recycling ecosystem in the country by announcing active collaboration with the private sector to build robust capacity for e-waste utilisation and mineral recovery. The sector (e-waste recycling) is emerging in the current period, and the total size is estimated between $1.6-$1.80 billion in 2025. Besides reducing toxic waste in the country, the sector plays a pivotal role in recovering critical minerals, which are generally used in electronic products.
As per the National Critical Mineral Mission, the government has allocated a ₹1500 crore incentive scheme to boost the recycling of essential materials and ensure supply chain resilience. As the country depends largely on imports (for critical minerals), this initiative will help in reducing the overall dependence, though marginally.
Scheme Rollout and Scope
The Mines Ministry launched the application process for the incentive scheme on October 2, 2025, following stakeholder consultations and the release of detailed guidelines earlier this month. Industry participants have welcomed the initiative for its swift rollout and comprehensive framework. Eligible feedstock under the scheme includes e-waste, spent lithium-ion batteries (LIBs), and scrap from catalytic converters found in end-of-life vehicles. These materials are rich sources of critical minerals vital for electronics, renewable energy systems, and electric mobility.
Focus on Technology and Skill Development
The programme aims to enhance domestic recycling capabilities using hydrometallurgy and other advanced processes. India already possesses proven end-to-end recycling technologies, developed by premier institutes such as IITs and CSIR laboratories, which have demonstrated indigenous expertise in metal extraction, purification, and recycling.
Further, these institutes will offer training in mineral processing, beneficiation, and extractive metallurgy, which will support skill development in the sector. The beneficiaries under the scheme can establish tie-ups to address specific training requirements. By fostering private sector participation and leveraging homegrown technology, the initiative marks a major step toward a circular economy and sustainable resource management in India’s critical minerals sector.
